Where Did This 'Cruel Winter' Trailer Come From?

Is Kanye hinting toward a Cruel Winter album with this new video clip? G.O.O.D Music member Q-Tip dropped a clue about the possible project a few weeks back by stating to MTV News, "If there's a Cruel Summer then there's got to be a Cruel Winter right? That's all I'm saying." Watch the Austin Christianson directed clip, with voiceover by a George W. Bush speech from 1991 on the status of the new world order. What's Kanye trying to tell us here?
