Russell Simmons, Dr. Benjamin Chavis and the Hip Hop Summit Action Network filed a complaint against the New York Temporary State Commission on Lobbying, charging they violated the claimants' First Amendment Rights. The source of the constitutional violation is that the Lobbying Commission has tried to oblige the plaintiffs to register as lobbyists because of the rally they organized to expose the harsh effects of New York's Rockefeller Drug Laws. Simmons feels he has a fundamental right to speak on the issue and plans on continuing.
