Impose A Flat Salary
Across all schools, all conferences, varying by sport. Each player, regardless of talent, gets a decent starting salary that one would expect from what is essentially a full-time job. Say $25,000 a year, enough so guys won't feel the need to break the rules in order to feed themselves or their families. If every school has to pay the same, then there's no difference between going to Oregon and going to South Dakota State - at least monetarily. The rich will always get richer in college recruiting, but if the money is the same no matter what, at least there will be less dirty tricks and under-the-table dealings. End the charade, and get these people paid.
