Impose A Salary Cap
Of course, dragging money into college sports creates an inequity problem. How can a North Carolina A&T compete with an Alabama when it comes to money? Instead, just impose a hard cap like in the NFL. Every school can only spend up to X amount of money per year, per team. The cap could be set by the NCAA or the individual conferences, as a percentage of TV revenue. Each team gets X and has to dole it out to build a team just like in pro sports. If you want to spend mega bucks on a star recruit, good luck filling out your roster. They can even add max contracts like in the NBA, so that a star can only make a certain percentage of the salary cap.
