The OPD hasn’t been able to keep a chief in place since the resignation of Police Chief Sean Whent, who stepped down earlier in the moth amid a sex-scandal involving officers and an underage girl.
Whent’s departure launched a revolving door of temporary heads of the department. Paul Figueroa, the OPD’s third interim chief in a week, abruptly resigned on Friday (June 19), after two days on the job.
It’s no secret that police departments across the U.S. have been synonymous with turmoil, violence, and racism. However, the OPD is a division of the force that has permanently etched itself into a cycle of corruption and lies.
More than a dozen officers reportedly engaged in sex with the now 18-year-old Celeste Guap, starting when she was 16. In addition, OPD officers were exposed for sending racist text messages and emails throughout the department.
Time reports, that Figueroa’s resignation wasn’t connected to the two scandals.

Mayor Libby Schaaf publicly responded to the OPD’s internal issues with a stern statement. “As the mayor of Oakland, I am here to run a police department, not a frat house,” she said.
“This is the appropriate time to install civilian oversight in this police department,” continued Schaff. “I want to assure the citizens of Oakland that we are hell bent on rooting out this disgusting culture.”
With no chief in place, OPD officers are currently reporting to Sabrina Landreth the City Administrator, who will also be handling disciplinary action moving forward.
